The Mayor may, after advertising for bids as required by law, enter into a contract with the highest and best bidder for the sale of food and beverages in any of the parks owned by the Municipality. Such bids shall be taken separately, for each item or group of items to be sold, and collectively as one bid for all such items so that the greatest amount is realized from the sale thereof.
