941.02 GROUPS ELIGIBLE TO USE BUILDINGS AND GROUNDS; HOURS OF USE.
   (a)   Only City Residents may use park buildings and park area grounds.
   (b)   The opening and closing hours of park use shall be established by the Mayor and duly posted at each park entrance by a suitable sign.
