941.01 RULES REGULATING CONDUCT IN MUNICIPAL PARKS.
   No person in a park shall conduct himself in the following manner:
   (a)   Buildings and Other Property.
      (1)   Willfully mark, deface, disfigure, injure, tamper with or displace or remove any building, bridge, tables, benches, fireplaces, railings, paving or paving material, water lines or other public utilities, :signs, notices or placards, monuments, stakes, posts or other boundary markers, fences or other structures or equipment, facilities or park property or appurtenances, either real or personal.
      (2)   Fail to co-operate in maintaining restrooms and washrooms in a neat and sanitary condition.
      (3)   Dig or remove any soil, sand, rock, stones, trees, shrubs or plants, down timber or other wood or materials or make any excavation by tool, equipment, blasting or other means or agency unless expressly requested to do so by the proper, municipal authority.
      (4)   Except on special written permission erect any building or structure of any kind, or run or string any public service utility into, upon or across such lands.
   (b)   Trees, Shrubbery and Lawns.
      (1)   Damage, cut, carve, transplant or remove any tree or plant or injure the bark or pick the flowers or seeds of any tree or plant, nor shall any person attach any rope, wire or other contrivance to any tree or plant. A person shall not dig or otherwise disturb grass areas or walk upon any area posted with a sign to "keep off".
      (2)   Climb any tree or walk, stand or sit upon monuments, vases, fountains, railings, fences or other property not designated or customarily used for such purposes.
   (c)   Water, Pools and Grounds.
      (1)   Throw, discharge or otherwise place or cause to be Dlaced in. the waters of any fountain, pool, pond or stream any substance, matter or thing, liquid or solid, which will or may result in the pollution of such waters.
      (2)   Dump, bring in, deposit or leave any bottles, broken glass, ashes, paper boxes, cans, dirt, rubbish, waste, garbage, or refuse, or other trash, but same shall be deposited or placed in proper receptacles where same are provided, When receptacles are not so provided, all such rubbish or waste shall be carried away from the park by the person responsible for its presence, and properly disposed of elsewhere.
   (d)   Motor Vehicles, Bicycles, Scooters, Etc.
      (1)   Drive, operate or ride a motor vehicle of any kind, including motor scooter or motor bike within the grounds of any park except through the duly designated entranceways into the lots set aside for parking. No bicycle, scooter or other two or four-wheel nonmotorized vehicle shall be ridden within the park except on paths or drives properly designated.
   (2) Leave any bicycle lying on the ground, walks, drives or set against trees, or in any place where persons may trip over or be injured by them.
   (e)   Behavior.
      (1)   Bring into or drink alcoholic beverages in the park.
      (2)   Enter the park in an intoxicated condition.
      (3)   Expose or offer for sale any food, beverage, ice cream, frozen desserts or any other edible comestible or any other article or thing unless he is a concessionaire duly licensed by the proper authority of the City.
      (4)   Set off, explode or cause to be exploded fireworks, fire crackers, torpedoes, rockets or other explosives.
      (5)   Loiter or protractedly lounge on the seats, benches or other areas or engage in loud, boisterous, threatening, abusive, insulting or indecent language, or engage in any disorderly conduct or behavior tending to a breach of public peace.
      (6)   Disturb or interfere with any person using any recreation facilities or park area under authority of a permit.
      (7)   Enter any area or building posted as "closed to the public ".
      (8)   Gamble or participate in or abet any form of gambling or game of chance.
   Further rules for the conduct and use of the parks and the facilities thereof, not including those of a strictly recreational nature may be promulgated by the Mayor.
