Every person to whom a permit has been issued shall observe the following rules and regulations:
(a) Furnishings or equipment within and around the building shall be used only for the purpose for which they are intended. No decorations, furniture or special equipment furnished by the organization or group using the building will be permitted in or about the premises unless approved by the Mayor.
(b) All papers, garbage or rubbish shall be neatly cleaned up, and all furniture or special equipment brought in by the organization shall be removed at the same time as the premises are vacated.
(c) Rowdyism, disorderly conduct, malicious destruction of property or use of intoxicating liquor or narcotics in or about the premises is prohibited.
(d) The premises, including the washrooms, corridors and stairways, shall be maintained and kept in a clean and sanitary condition.
(e) The willful marking, defacing, disfiguring, injury, damage or removal of any of the furnishings, furniture, fixtures, walls, floors, shrubs or other City property is prohibited.
