Any person may withdraw his application for a use permit by notifying the Mayor, or a person authorized by him, in writing of his intention to do so. If such notice is received a week or more prior to the use date, the fee and deposit shall be refunded. Otherwise the fee shall be considered as liquidated damage for the City and only the deposit shall be returned, except that when the use is free, fifty percent of the amount deposited shall be considered as liquidated damage and the remainder thereof returned.
