The Mayor or a person authorized by him shall, upon receipt of the fee, if any, the deposit and the complete compliance with all the conditions and requirements of this chapter, issue a building and facilities use permit according to the application.
No permit shall be issued unless:
(a) The number in attendance at a meeting or affair in the Council Chamber is limited to 100 people.
(b) The number in attendance at a meeting or affair in the annex building is limited to forty people.
(c) Responsible adult persons supervise a meeting or affair of an applicant where the membership, guests or invitees of such applicant are under the age of twenty-one years.
