For the purpose of this chapter, the following terms, phrases, words and their derivations shall have the meanings given herein, When not inconsistent with the context, words used in the present tense include the future tense and words in the plural number include the singular number. The word "shall" is always mandatory and not merely directory.
(a) "City" means the City of South Euclid, Ohio.
(b) "Municipal Center Building" includes the Council Chamber and kitchen, the annex building and walkways, corridors and parking lot.
(c) "Nonprofit organization" means any charitable, religious, civic, political or other group or body the object of which does not contemplate monetary gain and which is not engaged in any subversive activity which contemplates the overthrow of the government.
(d) "Person" means any organization, corporation, group or other body of individuals united for a common purpose or design.
