Upon request of a City resident for removal from the front of such residence of any of the following items, namely davenports, upholstered chairs, cots, mattresses, bedsprings, garage doors, refrigerators, freezers, incinerators, hot water tanks, stoves, washers, dryers and other items of bulk or weight requiring special handling, the Department of Service shall remove the same upon payment of a fee of five dollars ($5. 00) for each item so removed.
