Every person occupying any kind of a dwelling house within the City, restaurant and hotel keepers, store proprietors and any others who have any garbage of any kind whatsoever within the City shall provide for his tenement, dwelling, restaurant, hotel or storeroom, at all times, substantial, nonabsorbent, nonleakable receptacles for such waste materials, rubbish, refuse or garbage.
