There is created within the Department of Service a Division of Roads, Parks and Sewers, which shall be headed by a Superintendent appointed by the Mayor and serve at the pleasure of the Mayor, whose duties shall be to assist the Director of Service in the maintenance, supervision, construction, repair, control and lighting of public streets, ways, roads and thoroughfares, the construction, repair and maintenance of sewers, ditches, drains, viaducts and culverts and the maintenance and supervision of parks and such other matters as may be designated by the Director of Service consistent therewith.
