911.06 SANITARY TAP FEE FOR PROPERTIES OUTSIDE CITY.
   (a)   There is hereby established a tap-in charge for a new single-family residence connection to existing sanitary sewer lines in the City. Such charge shall relate to only those lands located outside the municipal boundaries of South Euclid but which topographically drain into the South Euclid sewer system, and shall be in the amount to be determined by the City Engineer based upon prevailing construction costs.
   (b)   The owner of such lands or his agent shall obtain from the Building Commissioner a permit for the sanitary sewer connection provided for in subsection (a) hereof, and, at such time shall deposit in cash or by certified check the connection charge aforementioned. Such owner or agent shall further assume all costs involved in the street opening and connection to the sanitary sewer lines of the City, and the inspection thereof.
   (c)   An agreement of consent, which shall be a covenant running with the land, shall be entered into between the owners and the City, providing that any future assessments, if any, applicable to such sewer system which would otherwise be assessable as if the property were located in the South Euclid taxing district, as stated in subsection (a) hereof, shall be assumed by such owners. Such document shall be recorded in the office of the Recorder of Cuyahoga County.
