911.03 OPENING CLOGGED SEWER; FEE.
   Upon request of a property owner when that portion of a sanitary house sewer between the house and the street sanitary sewer becomes clogged, the Department of Service is authorized to open and unclog such sewer and remove the obstruction by flushing with water or by use of mechanical means, provided, however, that if the obstruction is determined to be the result of broken tile, the owner shall be so advised and the owner shall then arrange for the removal of such obstruction at his own cost.
   All work done by the Service Department shall be by the signed authorization of the owner or occupant and under the supervision and to the satisfaction of the Service Director and provided further, that the property owner pays, in advance, a fee of one hundred dollars ($100.00) for work done by the Service Department after 8:00 a. m. and before 4:00 p.m. on Monday through Friday, and one hundred eighty-five dollars ($185.00) for work done at all other times, to cover the cost of such service.
