909.04 USE WITHOUT PERMIT; EXCEPTIONS.

No person shall damage, tamper with, open or close, or use water from, any fire hydrant in the City except as hereinbefore provided, and except the necessary and proper use of the hydrants by officers of the City, and in case of fire.
