127.05 SPECIAL COUNSEL.

The Director of Law may, from time to time, at his discretion and with the approval of the Mayor, appoint Special Counsel to assist him in any civil litigation to which the City is a party, or other civil matters which, in the opinion of the Law Director, requires specialized knowledge or practical expertise.
