No person, not having a contract with the City therefor, shall construct any pavement, sidewalk, sewer main, water main, curb connection or other improvement in or upon any public street, road, alley or public place within the City unless a permit therefor has been duly issued by the Commissioner of Building after the conditions set forth in this chapter are complied with and a charge of ten dollars ($10.00) is paid for the issuance of the permit.
