Contracts or purchases in excess of twenty-five thousand dollars ($25,000) may be entered into and executed by the Mayor upon authorization of Council to advertise for bids for not less than two consecutive weeks in a newspaper of general circulation in the City, and such contracts or purchases shall be awarded to the lowest and best bidder upon approval of the Board of Control, as defined in Article V, Section 8, of the City Charter.
