Pursuant to the authority granted to Council by Article 2, Section 5(d) of the Charter, Council determines and orders that public notice of all ordinances or resolutions of a general or permanent nature, or any other ordinances or resolutions required by law, Charter or ordinance to be published and enacted after the effective date of this ordinance (60-54 passed July 12, 1954) shall be given public notice in the following manner:
(a) The number, title and date of passage of such ordinances or resolutions shall be published twice on the same day of two successive weeks in a newspaper of general circulation within the City, and
(b) A certified copy of such ordinances or resolutions shall be posted for at least fifteen days in a public place in the City Hall.
