No ordinance, unless it is declared an emergency measure and as such obtains the favorable vote of at least five members of Council, shall be passed until it has been read on three separate days. Emergency ordinances obtaining the vote of at least five members of Council and all resolutions may be passed immediately following their introduction in Council.
