For purposes of this chapter, the following definitions shall apply unless the context clearly requires a different meaning:
(a) "Action in tort" means any claim for monetary damages based upon negligence, unintentional tort, violation of civil or constitutional rights, nuisance, products liability and strict liability and shall also include any wrongful death or survival-type action.

(b) "Officer" means any elected and appointed officials, including but not limited to appointees to and members of commissions.
