Municipal offices and legal proceedings of the City shall be regulated by such standard of time, and when by ordinance, resolution or action of any Municipal officer or body, an act must be performed at or within a prescribed time, it shall be so performed according to such standard of time.
When a clock or other timepiece is in or upon a public building maintained at the expense of the City, the board, commission, officer or other person having control and charge of such building shall have such clock or other timepiece set and run according to the standard of time as provided in Section 105.01.
