The contractor will provide specially labeled recycling carts to each household participating in the recycling program. Each household will be responsible for the normal and reasonable care of the container entrusted to the homeowner and shall maintain the recycling cart in a sanitary condition. Abuse, theft or misuse of the carts is prohibited and shall be deemed a violation of this subchapter subject to the penalties provided.
