The developer shall apply in writing to the Department of Planning and Development for a permit to disturb land in Lexington County. The application shall be accompanied by a sediment control and drainage plan prepared in accordance with the provisions of §§ 157.050 through 157.053 of this chapter. The Department of Planning and Development shall determine at the time of sediment control and drainage plan submittal whether a flood control plan additionally ought to accompany the application by consulting the drainage map or the flood maps of the county or the Planning Engineer. If it is determined, the flood control plan, prepared in accordance with the provisions of §§ 157.050 through 157.053 of this chapter, shall be submitted.
