§ 111.29 RIGHTS AND REQUIREMENTS OF CUSTOMERS.
   (A)   Any single-family or duplex residential household within a franchise area shall have the right and option to subscribe to the collector's solid waste collection service and to receive the service upon payment to the collector of the fee as allowed in § 111.28 hereof.
   (B)   Each customer shall receive backyard pick-up service of household garbage. Yard rubbish shall be picked up at curbside only.
   (C)   All customers must deposit all household garbage and yard rubbish only in plastic bags or covered cans not to exceed 30 gallons in capacity or in other containers as may be approved by the staff. Customers must provide the plastic bags or covered cans or other containers.
   (D)   Each customer receiving backyard pick-up of household garbage must place his or her plastic bags or covered cans or other approved containers of household garbage at a location on his or her property as designated by the customer which must be easily accessible to the collector.
   (E)   All customers shall place their plastic bags or covered cans or other approved containers of yard rubbish on their property next to the curb, but out of the traveling surface of the roadway.
   (F)   The solid waste collection service provided by a collector shall consist of scheduled pick-up of household garbage and yard rubbish deposited in plastic bags or covered cans or other approved containers. A customer shall not be entitled to receive pick-up service for discarded household furnishings, appliances, building materials, large tree limbs, other large items or excessive amounts of yard rubbish unless the customer and the collector enter into a separate agreement for the pick-up of items for a fee which shall be in addition to the allowable fee which the collector may charge under § 111.28 hereof. The amount of the additional fee shall be subject to agreement by and between the parties, and the staff shall have no authority to set or determine the amount of any additional fee.
   (G)   A collector shall not be required to provide solid waste collection service to any customer who fails to pay for his or her service or fails to comply with the requirements of this subchapter.
