§ 90.17 FEES FOR SERVICE AND RETURN.
   The Chief of Police, any police officer, the Village Manager or the Village Commission may make service and return of the notice provided for in § 90.16, and shall be allowed the same fees as that provided for service and return of summons in civil cases before a magistrate.

§ 90.18 PROCEDURE WHEN OWNER FAILS TO COMPLY WITH NOTICE.
   If the owner, lessee, agent having charge of the land mentioned in § 90.16 fails to comply with the notice required by such section, the Village Commission shall cause such noxious weeds to be cut and destroyed or such litter removed and may employ the necessary labor to perform the task. All expenses incurred shall, when approved by the Village Commission, be paid out of the money in the treasury of the village not otherwise appropriated.

§ 90.19 WRITTEN RETURN TO COUNTY AUDITOR; AMOUNT A LIEN UPON PROPERTY.
   (A)   The Village Commission shall make a written return to the County Auditor of its action under §§ 90.16 through 90.18, with a statement of the charges for its services, the amount paid for labor, the fees of the officers serving the notices and a proper description of the premises.
   (B)   These amounts, when allowed shall be entered upon the tax duplicate and are a lien upon such lands from and after the date of entry and shall be collected as other taxes and returned to the village with the General Fund.

§ 90.99 PENALTY.
   (A)   Any person violating any provision of this chapter, for which no other penalty is provided, shall be subject to the penalty provisions of § 10.99.
   (B)   Whoever violates any provision of §§ 90.01 through 90.03 is guilty of a minor misdemeanor and any person committing a second offense within 12 months of the first offense shall be guilty of a misdemeanor of the fourth degree, and, in the case of each offense, shall also be assessed any costs incurred by the village in disposing of an abandoned junk motor vehicle, less any money accruing to the village from such disposal.
   (C)   Whoever violates any provision of §§ 90.15 through 90.19 is guilty of a misdemeanor. Any person who violates §§ 90.15 through 90.19 or fails to comply with any requirements thereof, shall, upon conviction, be fined not more than $150 and, in addition, shall pay all costs and expenses involved in the case. Each day such violation continues shall be considered a separate offense.
