533.99 PENALTY.
   (a)   Whoever violates Sections 533.05 shall be fined not more than five hundred dollars ($500.00), or imprisoned not more than thirty (30) days, or both.
 
   (b)   Each sign placed contrary to Section 533.11 shall constitute a separate offense and each offense shall be punishable by a fine or not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00) for each offense. In addition, the person or entity responsible for placing a sign in violation of this section shall reimburse the City an amount not less than five dollars ($5.00) per sign, as determined by the Public Works Director, for the removal of the signs.
 
   (c)   Restitution. In addition to any punishment specified in subsection (a) of this section, any person who violates Section 533.05 herein shall be required to make restitution to the property owner for damages or loss caused directly or indirectly by the violator’s offense as determined by the municipal court. In the case of a minor, the parents or legal guardian shall be ordered jointly and severally liable with the minor to make the restitution.
 
   (d)   Community Service. In addition to the penalties provided in subsection (a) of this section, any person who violates Section 533.05 herein, whether a minor or adult, may be required to perform community service as described by the municipal court based on the following minimum requirements:
      (1)   The minor or adult shall perform at least thirty (30) hours of community services.
      (2)   At least one parent or guardian of the minor shall be in attendance a minimum of fifty percent (50%) of the period of assigned community service.
      (3)   The community service shall be performed under the supervision of a community service provider approved by the Chief of Police.
      (4)   Reasonable effort shall be made to assign the minor or adult to a type of community service that is reasonably expected to have the most rehabilitative effect on the minor or adult, including community service that involves graffiti removal.
