533.11 SIGNS PROHIBITED ON PUBLIC RIGHTS OF WAY.
   (a)   No person, partnership, corporation or agent thereof shall place or cause to be placed upon any public right of way, traffic control device, utility pole or other public facilities and appurtenances, any sign, placard, sticker or other instrument designed to convey information: provided, that nothing contained in this section shall prohibit a property owner from placing upon his property temporary signs that are protected expressions of free speech.
   (b)   The Public Works Director shall cause to be removed any such signs so erected in the City. The Director shall ascertain the person responsible for placement of such sign or signs or other materials and inform the Municipal Prosecutor of such for action in the Municipal Court. The Director may request the assistance of the Police Department in any investigation.
