361.18 PARKING CERTAIN SIZE VEHICLES OR BOATS ON PUBLIC WAYS LONGER THAN FORTY-EIGHT HOURS.
   (a)   Prohibited. No person shall park, on any street, alley or public way within the City for a period of time longer than forty-eight hours, any automobile, truck, trailer, boat or other vehicle of a total outside width, including any load thereon, as measured at its widest point, of more than eighty-four inches; or of a total height, including any load thereon, at its highest point as measured from ground level, of more than ninety-six inches. Such automobile, truck, trailer, boat or other vehicle shall be considered as continuously parked, within the meaning of this section, if moved and reparked less than eight hours later within 100 yards of its original position.
   (b)   No person shall park, on any street, alley or public way within the City for a period of time longer than forty-eight hours, any boat, trailer, wagon, recreational vehicle or other similar vehicle, between the months of November and April. For purposes of this subsection, “trailer” means a vehicle without motive power designed for carrying persons or property on its own structure and to be drawn by a vehicle with motive power. “Trailer” includes house or vacation trailer, trailer coach, semitrailer, travel trailer, or utility trailer.
   (c)   Exceptions by Special Permit. The Mayor and, if the Mayor so delegates in writing, the Chief of Police are hereby authorized to grant by special permit, not to exceed seventy-two hours in duration, exceptions from compliance with this section in the event of parades, emergencies or other unusual circumstances.
   (d)   Penalty. Whoever violates this section will be subject to the penalty set out in Section 303.99.
