361.13 SIGNS PROHIBITING OR LIMITING.
   (a)   Parking Prohibited in Designated Areas. When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets or parts of streets designated as prohibited parking areas by Council.

   (b)   Limited Parking Areas. When signs are erected giving notice thereof, no person shall park longer than the time permitted, nor during specified hours when parking is prohibited, upon any streets or parts of streets designated as limited parking areas by Council.
   Provided however, that the Director of Public Safety, or the Chief of Police in the absence of the Director of Public Safety, is hereby authorized and empowered to consider applications by businesses located in the downtown business area of the City demonstrating a reasonable business need for parking in excess of the posted time limit on parking, as modified from time to time, and to grant or deny any such application for one or more permits for extended parking on terms and limitations as determined in the reasonable judgment of the Director of Public Safety, or the Chief of Police in the absence of the Director of Public Safety. By way of example and not limitation, the types of reasons supporting the grant of permits for special extended parking limits include extended dental or medical procedures and other similar business activities that routinely require extended time to complete. Any permits so issued shall be subject to revocation by the Director of Public Safety, or the Chief of Police in the absence of the Director of Public Safety, in the event that he or she determines that such permit is being used for any purpose other than that basis upon which the permit was issued.    The Chief of Police, in cooperation with the Director of Public Works, is hereby authorized to place signs prohibiting parking during specified hours along routes where street sweeping is to be performed. The hours during which parking is to be prohibited shall be established in the discretion of the Director, having due consideration for minimal parking disruption.
   Any vehicle parked in violation of this section shall be deemed parked in a restricted area, and shall be dealt with in conformance with Sections 303.07 and 303.99.
