(a) Council is hereby authorized to vest in the Municipal Court Clerk or Deputy Municipal Court Clerk, the authority to issue warrants for arrest, to administer oaths, and to accept and approve sureties and bonds.
(b) Council does hereby exercise such authority by vesting in the Clerk and Deputy Clerk, the authority to issue warrants for arrest, to administer oaths, and to accept and approve sureties and bonds.
(c) An approval of this section by Council shall be a confirmation of the vesting of such authority in the above-mentioned offices. Such authority mentioned in subsection (b) hereof may be removed by Council.
(d) Provided, however, that any duties delineated in this section shall be exercised by the Clerk and Deputy Clerk only in the absence of the Municipal Judge.
