164.10 PUBLIC ACCESS; RESIDENT INPUT.
   (a)   The Agency is subject to the West Virginia Open Governmental Proceedings Act, West Virginia Code Article 6-9A, relating to open meetings. The Agency shall publicly announce, in advance, the date, time, place and agenda of all regularly scheduled meetings and the date, time, place, and purpose of all special meetings.
   (b)   The Agency is subject to the West Virginia Freedom of Information Act, West Virginia Code Chapter 29B, relating to public records.
   (c)   The Agency shall maintain and make available for public review and inspection an inventory of real property held by the Agency.
   (d)   The Agency shall provide residents an opportunity to offer input into its decisions. The Agency shall set forth procedures for public input in the Agency's rules pursuant to Section 164.04.
      (1)   The Agency shall offer a public portion at each regular meeting during which residents may speak about any item on the meeting agenda.
      (2)   The Agency shall provide a method for written input into all decisions by the Agency concerning the conveyance, exchange, sale, transfer, lease, grant, encumbrance, alienation, or mortgage of real property of the Agency.
      (3)   The Agency shall hold at least one public meeting per calendar year during which it listens to resident concerns and suggestions on any topic related to the Agency's purposes.
