105.06 WARDS AND WARD BOUNDARIES.
   (a)    The City shall be divided into eight wards.
   (b)   The boundaries of each ward shall be as follows for elections prior to January 1, 2023:
      (1)    WARD 1.      Beginning at a point at the intersection of Kanawha Turnpike and Village Drive; then proceeding in a northerly direction to the railroad centerline (formerly Chesapeake and Ohio Railway, now CSX); then along the railroad centerline in a westerly direction to the crossing of Kanawha Turnpike; then following Kanawha Turnpike in a westerly direction to the westerly corporate limits; then in a southeasterly direction running counterclockwise around the corporate limits; then crossing Lincoln Drive to a point in the easterly line of Lincoln Drive; then in a southeasterly direction running counterclockwise around the corporate limits, and including Village Hills Subdivision, Rockcrest Pointe Subdivision, and Rock Lake Village Subdivision, to a point in the westerly boundary of Rock Lake Village; then in a northwesterly direction along the westerly boundary of Rock Lake Village and with the centerline of an unnamed tributary to the point of origin, and including E Village Drive and Glen Way, but excluding parcels that are not within the corporate limits of South Charleston.
      (2)    WARD 2.      Beginning at a point at the intersection of Kanawha Turnpike and Village Drive; then proceeding in a northerly direction to the railroad centerline; then along the railroad centerline in a westerly direction to the crossing of Kanawha Turnpike; then following Kanawha Turnpike in a westerly direction to the westerly corporate limits to a point near the mouth of Upton Creek City limits; then in a northerly direction crossing Kanawha River with the corporate limit line; then in an easterly direction following the northerly corporation line to a point; then in a southerly direction crossing Kanawha River following the centerline of Division Street to a point in the centerline of Kanawha Avenue; then westerly following the centerline of Kanawha Avenue to a point in the centerline of Vine Street; then in a southerly direction following the centerline of Vine Street to a point in the railroad centerline; then in a westerly direction following the railroad centerline; then near the intersection of Kanawha Turnpike and Village Drive in a southerly direction to the point of origin.
      (3)    WARD 3.     Beginning at a point at the intersection of Kanawha Turnpike and Village Drive; then proceeding in a northerly direction to the railroad centerline; then in an easterly direction following the railroad centerline to a point near the centerline of Hamdor Street; then in a southerly direction following the centerline of Hamdor Street to the centerline intersection of Kanawha Turnpike; then easterly following the centerline of Kanawha Turnpike to the center of Davis Creek; then following Davis Creek in a southerly direction to the intersection of Trace Fork; then following the centerline of Trace Fork in a westerly direction to a point where Trace Fork departs from the corporate limits at the southeast portion of Little Creek Park; then following the corporate boundary line in a clockwise direction along and near Little Creek Park, and including all of Little Creek Park, parcels south of Spring Hills, Kanawha River Hills, and Southmoore Addition, to a point in the northwestern end of Kingwood Drive; then in northwesterly direction along the centerline of an unnamed tributary to the point of origin.
      (4)    WARD 4.      Beginning at a point at the northwesterly centerline intersection of Kanawha Turnpike and Davis Creek Bridge; then westerly with the centerline of Kanawha Turnpike to the centerline of Hamdor Street; then northerly with the centerline of Hamdor Street to the railroad centerline; then westerly with the railroad centerline to the centerline of Vine Street; then northerly with the centerline of Vine Street to the centerline of Kanawha Avenue; then easterly with the centerline of Kanawha Avenue to the centerline of Division Street; then northerly following the centerline of Division Street and crossing the Kanawha River to a point in the northerly corporate limits; then easterly to a point in the northerly corporate limits; then southerly crossing the Kanawha River to a point in the centerline intersection with Park Avenue and U.S. Route 60; then easterly following the centerline of U.S. Route 60 to Davis Creek; then southerly following the meanderings of Davis Creek to the centerline of Kanawha Turnpike; then easterly with the centerline of Kanawha Turnpike to the property line of the West Virginia Regional Technology Park (formerly Union Carbide Technical Center property); then in a southerly direction following the West Virginia Regional Technology Park property line to the corporate limit line; then in a southerly direction, following the corporate limit line clockwise, and including parcels at Davis Creek, Trace Fork, Southridge, Alum Creek, Ridges, the City's southernmost points, Coventry Woods, Southern Woods, Ruthlawn Subdivision, and South Ridge Estate, to a point at Green Rd. and RHL Boulevard; then in a northerly direction, following the centerline of the common line with B'Nai Jacob Cemetery, to a point connecting with Little Creek Park; then in a easterly direction following the centerline of Trace Fork to a point where Trace Fork departs from the corporate limits at the southeast portion of Little Creek Park; then following the centerline of Trace Fork in a northerly direction to a point in the center of Davis Creek; then following Davis Creek in a northerly direction to the centerline of Kanawha Turnpike; then following Kanawha Turnpike in a westerly direction to the point of origin.
      (5)    WARD 5.     Beginning at a point in the northwesterly centerline intersection of Kanawha Turnpike and Davis Creek Bridge; then east following centerline of Kanawha Turnpike to a point; then north following the centerline of "C" Street to the centerline intersection with Second Avenue; then west with the centerline of Second Avenue to the centerline intersection with "D" Street; then north following the centerline of "D" Street to the centerline intersection with Eleventh Avenue; then north crossing the Kanawha River to the northerly corporate limit line; then west following the northerly corporate limits to a point; then south crossing the Kanawha River to a point in the centerline intersection with Park Avenue and U.S. Route 60; then in a northeasterly direction following the centerline of U.S. Route 60 to the southwesterly centerline intersection with Davis Creek Bridge; then south following the meanderings of Davis Creek to the point of origin.
      (6)    WARD 6.    Beginning at a point in the northwesterly centerline intersection of Kanawha Turnpike and the Union Carbide Technical Center property line; then south following the Union Carbide Technical Center property line to the corporate limit line; then following the corporate limit line counterclockwise to a point; then east to a point at the southwesterly end of Daniels Avenue; then south with the centerline of Daniels Avenue to the intersection with Glendale Avenue, then with the centerline of Glendale Avenue to the centerline intersection with Montrose Drive; then north following the centerline of Montrose Drive to the centerline intersection of Montrose Drive and Kanawha Turnpike; then westerly following the centerline of Kanawha Turnpike to the point of origin.
      (7)    WARD 7.      Beginning at a point in the northwesterly intersection of Kanawha Turnpike and Montrose Drive; then west to a point in the centerline of Kanawha Turnpike; then north to a point in the centerline intersection of "C" Street and Second Avenue; then west to the centerline intersection of Second Avenue and "D" Street; then north following the centerline of "D" Street to the centerline intersection of "D" Street and Eleventh Avenue; then north crossing Kanawha River to the northerly corporate limit line; then east following the northerly corporate limit line to the westerly line of Patrick Street; then south following the westerly line of Patrick Street extended to a point in the centerline of Kanawha Turnpike and the easterly corporate limits; then west of Kanawha Turnpike to a point in the centerline intersection with Joplin Branch; then south following the meanderings of Joplin Branch to a point in the centerline intersection of Montrose Drive and Weberwood Drive; then following the centerline of Montrose Drive to the centerline intersection of Glendale Avenue and Montrose Drive; then north following the centerline of Montrose Drive to the point of origin.
      (8)    WARD 8.      Beginning at a point in the centerline of Kanawha Turnpike and the easterly corporate limit line; then south following the corporate limits on Gordon Drive clockwise around Thousand Oaks Subdivision, Weberwood Subdivision and James Park Subdivision continuing northwesterly with the corporate limit line to a point at the westerly end of Daniels Avenue; then following the centerline of Daniels Avenue to the centerline intersection of Glendale Avenue with Daniels Avenue; then in an easterly direction following the centerline of Glendale Avenue to the centerline intersection of Glendale Avenue and Montrose Drive; then east following the centerline of Montrose Drive to the centerline intersection with Montrose Drive and Weberwood Drive; then northerly following the meanderings of Joplin Branch to a point in the centerline intersection with Joplin Branch and Kanawha Turnpike; then east following the centerline of Kanawha Turnpike to the point of origin.
    
   (c)    The boundaries of each ward shall be as follows for elections on or after January 1, 2023:
      (1)    WARD 1.      Beginning at a point at the intersection of Kanawha Turnpike and Village Drive; then proceeding in a northerly direction to the centerline of the CSX Railroad Right of Way then along said CSX Right of Way in a westerly direction to the crossing of Kanawha Turnpike and then following the western right of way of Kanawha Turnpike to a point; then in northwesterly direction running counterclockwise around the corporate limits of Armor View Addition; then crossing Lincoln Drive to a point in the easterly line of Lincoln Drive; then running counterclockwise around the corporate limits of Rockcrest Subdivision and along Rockcrest Drive to the Rockcrest Pointe Subdivision; and continuing in a counterclockwise direction to the easterly side of the Rock Lake Village subdivision and continuing in the counter clockwise direction to a point in the northwestern end of Kingwood Drive; then in a northwesterly direction along an unnamed tributary to the point of origin; excluding the parcels on Pike and Barrett Streets that are not in the corporate limits of South Charleston.
      (2)    WARD 2.      Beginning at a point at the intersection of Kanawha Turnpike and Village Drive; then in a westerly direction with the centerline of the CSX Railway right of way to a point in Upton Creek which is the City limit line; then in a northerly direction crossing Kanawha River with the corporate limit line; then in an easterly direction following the northern corporation line to a point; then in a southerly direction crossing Kanawha River following the centerline of Park Avenue to a point in the centerline of MacCorkle Avenue; then easterly following the centerline of MacCorkle Avenue to a point in the western property line of Sunset Memorial Park; then in a southerly direction following the western property line of Sunset Memorial Park to a point in the centerline of the CSX Railway right-of-way line; then in a westerly direction following the centerline of the CSX Railway right-of-way line to the point of origin.
      (3)    WARD 3.      Beginning at a point in the centerline intersection of Kanawha Turnpike and Village Drive; then in an easterly direction following the centerline of the right of way of the CSX Railway to a point in the easterly centerline of Hamdor Street (extended); then in a southerly direction following the centerline of Hamdor Street to the centerline intersection of Kanawha Turnpike; then easterly following the centerline of Kanawha Turnpike to a point in the western city limit line around Country Club Village; then following said city limit line in a southerly direction to the intersection of Davis Creek; then following the centerline of Davis Creek to the intersection of Trace Fork; then following the center line of Trace Fork in a clockwise and westerly direction to the intersection with the AEP Transmission Line; then following the centerline of the AEP Transmission Line in a westerly direction to the intersection with the corporate limit line; then following the corporate boundary line in a clockwise direction to a line of Hickory Street; then northerly to a point crossing Chestnut Street to the westerly side of Chestnut Street; then following the corporate limits in a clockwise direction around the Southmoor Addition to a point in the northwestern end of Kingswood Drive; then in northwesterly direction along the centerline of an unnamed tributary to the point of origin; but excluding the area that is not included in the city limits of South Charleston, consisting of a portion of Chestnut Street and Hickory Drive.
      (4)    WARD 4.    Beginning at a point at the northwesterly centerline intersection of Kanawha Turnpike and Davis Creek Bridge; then northerly following the meanderings of Davis Creek to the centerline of Interstate 64 then following said centerline in a northwesterly direction to the centerline of relocated U.S. Route 60; then westerly following the centerline of U.S. Route 60 in a westerly direction to the centerline intersection with Jefferson Road; then north following the centerline of Jefferson Road to the centerline of Washington Street; then following said centerline in a easternly direction to the centerline of Park Street; then following said centerline of Park Street in a southerly direction to the centerline of Pennsylvania Avenue, following said centerline in a westerly direction to the centerline of Jefferson Road; then following said centerline to the centerline of the right of way of CSX Railway; then in a westerly direction to the centerline of Hamdor Street (extended); then south following the centerline of Hamdor Street to the centerline intersection with Kanawha Turnpike; then east to a point in the eastern city limit line of Country Club Village; then following the city limit line in a southerly direction to the centerline of Davis Creek to the intersection of Trace Fork; then following the meanderings of Trace Fork to the intersection with the AEP Transmission Line; then following the centerline of the AEP Transmission Line in a westerly direction to the intersection with the corporate limit line; then following the corporate limit line in a counterclockwise direction to the common line of the West Virginia Regional Tech Park (WVRTP) property line and the corporate limit line; then following the WVRTP property line in a northerly direction to the intersection of Angus Peyton Drive; then following said centerline in a northerly direction to the Kanawha Turnpike; then following the centerline Kanawha Turnpike in a westerly direction to the point of origin.
      (5)    WARD 5.     Beginning at a point at the northwesterly centerline intersection of Kanawha Turnpike and Davis Creek Bridge; then northerly following the meanderings of Davis Creek to the centerline of Interstate 64; then following said centerline in a northwesterly direction to the centerline of relocated U.S. Route 60; then westerly following the centerline of U.S. Route 60 to the centerline intersection with Jefferson Road; then north following the centerline of Jefferson Road to the centerline of Washington Street; then following said centerline in a easternly direction to the centerline of Park Street; then following said centerline of Park Street in a southerly direction to the centerline of Pennsylvania Avenue following said centerline in a westerly direction to the centerline of Jefferson Road; then following said centerline to the centerline of the right of way of CSX Railway; then
west to the centerline of the western property line of Sunset Memorial Park; then following said property line in a northly direction to the centerline of MacCorkle Avenue; then following said centerline in a westerly direction to the centerline of Park Avenue; then following said line in a northly direction crossing the Kanawha River to the northern city limit line on the north side of the Kanawha River; then following said line in a easterly direction to a point that is opposite the centerline of D Street (extended); then following said centerline in a southernly direction to the centerline of MacCorkle Avenue; then following said centerline in a westerly direction to the centerline of E Street; then following said centerline of E Street in a southerly direction to an alley between Second and First Avenues; then following the centerline of said alley in a westerly direction to the centerline of F Street; then following the centerline of F Street in a southernly direction crossing the CSX Railroad Right of Way to the centerline of Kanawha Turnpike; then following said centerline in a westerly direction to the point of beginning.
      (6)    WARD 6.      Beginning at a point in the West Virginia Regional Tech Park (WVRTP) property line opposite a point of Daniels Avenue centerline (extended); then following the WVRTP property line in a counterclockwise direction to the intersection of Angus Peyton Drive; then following said centerline of Agnus Peyton Drive in a northerly direction to the centerline of Kanawha Turnpike; then following the centerline of Kanawha Turnpike in an easterly direction to the intersection of Montrose Drive; then following the centerline of Montrose Drive in a southerly direction to Glendale Drive; then following the centerline of Glendale Drive in an westerly direction to the intersection of Daniels Avenue; then following the centerline of Daniels Avenue in a westerly direction to the point of beginning.
      (7)    WARD 7.      Beginning at a point in the northern city limit line that is opposite the centerline of D Street (extended); then following said centerline in a southernly direction to the centerline of MacCorkle Avenue; then following said centerline in a westerly direction to the centerline of E Street; then following said centerline of E Street in a southerly direction to an alley between Second and First Avenues; then following the centerline of said alley in a westerly direction to the centerline of F Street; then following the centerline of F Street in a southernly direction crossing the CSX Railroad Right of Way to the centerline of Kanawha Turnpike; then following said centerline in an easterly direction to the intersection of Montrose Drive; then following the centerline of Montrose Drive in a southerly
direction to the intersection of Weberwood Drive; then following the centerline of Weberwood Drive to the intersection of Joplin Branch; then following the centerline of Joplin Branch to the intersection of Kanawha Turnpike; then following the centerline of Kanawha Turnpike in a easterly direction to the eastern city limit line; then following the said city limit line in a northly direction crossing the Kanawha River to the northern city limit line; then following said line in a westerly direction to the point of beginning.
      (8)    WARD 8.      Beginning at a point in the West Virginia Regional Tech Park (WVRTP) property line opposite the centerline of Daniels Avenue (extended); then following said centerline of Daniels Avenue in an easterly direction to the intersection of Glendale Avenue; then following the centerline of Glendale Avenue in an easterly direction to the intersection of Montrose Drive; then following the centerline of Montrose Drive to the intersection of Joplin Branch; then following the centerline of Joplin Branch to the intersection of Kanawha Turnpike; then following the centerline of Kanawha Turnpike to the eastern city limit line; then following the eastern city limit line in a clockwise direction to a point where the property line of the WVRTP intersects the city limit line; then following the WVRTP property line in a clockwise direction to the point of beginning.
   
   (d)    For elections on or after January 1, 2023, each ward shall include the following 2020 U.S. Census Blocks, all located in the State of West Virginia (54), Kanawha County (039), in the Tracts as indicated, except that if any block listing below differs from the corresponding ward description set forth in subsection (c) above, then the corresponding description in subsection (c) shall govern:
      (1)    WARD 1.
Tract 131.00 Blocks 1000, 1001, 1004-1010, 1014-1020, 1022, 1023, 3005-3007, and 3010-3013.
       (2)    WARD 2.

   (e)    In case any territory of the City was omitted from a ward, such territory shall be considered part of the ward to which it is contiguous. In case of an annexation by the City, unless set forth differently in the annexation ordinance, territory newly annexed shall be considered part of the ward to which it is contiguous.
