103.11 EXPENDITURES LIMITED.

All expenditures to be made under this article shall be with the consent and approval of the Mayor and shall not, except in the event of an emergency or disaster as set out in Section 103.07, exceed the monetary limits for emergency services as set out in the annual estimate of receipts and disbursements of the City.
