There is hereby created an Emergency Services Council to be known as "The South Charleston Emergency Services Council, South Charleston, West Virginia." The Council shall consist of five members, all of whom shall be residents of the City and who shall be appointed by and serve at the will and pleasure of the Mayor. Not more than three members of the Council shall be members of the same political party. Members of Council shall serve without compensation, but shall be reimbursed for the reasonable and necessary expenses incurred in the performance of their duties as authorized by Mayor or City Council.
The Emergency Services Council shall advise the Mayor and the Emergency Services Director of all matters pertaining to emergency services.(1970 Code Sec. 7-7)
