(a) It shall be the duty of the City Engineer, with the assistance of other officials, to enforce the terms of Section 1713.04 et seq.
(b) To assist in defraying costs of reinspection, the City Engineer shall assess a one hundred dollar ($100.00) per day reinspection fee, in addition to the normal permit fee, against any applicant who has failed or refused to or has unreasonably delayed in restoring streets, sidewalks or curbs to City specifications within the approved time period. In the case of repeated failures (three or more failures within a twelve month period) on the part of an applicant to conform without unreasonable delay to City procedures or specifications, as herein described, the aforementioned applicant shall be guilty of a misdemeanor and subject to punishment as set out in Section 1705.99.
