As a prerequisite to the issuance of a demolition permit, the owner of the property to be demolished, either personally or through an agent, shall provide written verification from all utilities to the Building Inspector, that utility service has been disconnected from the premises. Such verification from the South Charleston Sanitary Board shall be in the form of a sewer disconnection permit. This certification requirement is in addition to the fee required in Section 1713.02.
