1383.11 STREET CONSTRUCTION.
   Unless otherwise approved by the Planning Commission and the City Engineer, streets shall be constructed as follows:
Minimum Standards for Street Construction
   (a)   Asphalt Streets.
      (1)   Crusher run sandstone, three inches compacted.
      (2)   Crusher run limestone or slag number 37, three inches compacted.
      (3)   If base course is open, choke should be applied as follows: choke material, applied to base course three-eighths inch thick.
      (4)   Bituminous material for prime coat applied at 0.25 gallons per square yard.
      (5)   Prime coat aggregate, applied at rate of ten pounds to twenty pounds per square yard.
      (6)   Hot laid asphaltic base course two inches compacted.
      (7)   Hot laid asphaltic concrete wearing course, one inch compacted.
   (b)   Concrete Streets.
      (1)   Shall be Portland cement concrete paving, seven inches thick unless unusual conditions are encountered.
      (2)   Expansion joints shall be installed each 120 feet and shall be one inch premolded filler nonextruded and resilient.
      (3)   Contraction joints, Type "D" South Charleston Specifications, 1964, shall be installed and equally spaced between two expansion joints.
      (4)   All dowel rods for expansion and contraction joints shall be kept parallel to the surface and edge of pavement by means of a metal basket.
      (5)   Dummy joints, Type "C", South Charleston Specifications, 1964, shall be spaced each fifteen feet between expansion and contraction joints.
      (6)   All construction shall be done in accordance with City of South Charleston Specifications, Sec. 1964.
