1383.06 PUBLIC SANITARY SEWERAGE SYSTEM.
       (a)    Where a public sanitary sewer system, in the opinion of the Planning Commission, is reasonably accessible, sanitary sewers shall be installed to adequately serve all lots with connections to the public system. Where a public sanitary sewer system is not available within a reasonable distance, a neighborhood disposal system or individual septic tanks and disposal fields may be used. Use of a local disposal system or septic tanks shall be approved by the Property Board, the Commission and the County Department of Health.
 
        (b)    Where there is a plan for extending a public sanitary sewer system into an area that is being subdivided and it is reasonably expected that the area shall be served by the public system within a period of ten years, capped sewers shall be installed to adequately serve all lots in the proposed subdivision.
