1383.04 GAS, ELECTRIC AND TELEPHONE UTILITIES.
   The Planning Commission may accept assurance from each public utility company whose facilities are proposed to be installed. Such assurance shall be in the form of a letter addressed to the Commission stating that such public utility company shall make the necessary installations for furnishing its services within a specified time. The Commission shall require the placing of electric and telephone lines underground in a new subdivision unless unnecessary hardship can be demonstrated.
