955.21 PRIVATE COLLECTORS' TRUCKS AND VEHICLES; LOADING.
   (a)   All trucks or vehicles hauling refuse and garbage pursuant to a permit issued under Section 955.19 shall be covered while in transit. The covering shall conisist of a tight, rigidly fixed top or heavy, durable tarpaulin. If a tarpaulin is used, it shall be wide enough to cover the maximum load and overlap the load twenty-four inches. The tarpaulin shall be permanently attached to the truck in the rear of the cab and secured on the sides and rear when in use. Loading of the truck or vehicle hauling refuse or garbage pursuant to a permit issued under Section 955.19 shall begin at the front end and proceed toward the tail gate. The covering shall be rolled from the cab back over the load as it accumulates on the truck.
   (b)   Refuse and garbage shall be cleanly loaded with no spilling at the point of loading. If any such spilling occurs the material shall be promptly cleaned up. No scattering of refuse shall be permitted en route or at the point of disposal.
   (c)   Trucks or vehicles used for hauling refuse and garbage pursuant to a permit issued under Section 955.19 shall be equipped with a dump-type bed, excepting however, haulers now using trucks or equipped with flat beds may be granted a temporary permit until such time as the equipment is replaced.
