(a) Permit Required; Fee. Any commercial refuse collection service desiring to service a commercial establishment shall apply to the City Treasurer for a special permit which shall specify the commercial establishments to be serviced and which shall remain in effect for a period of twelve months. An annual permit fee of fifty dollars ($50.00) shall be charged for the purpose of defraying administrative costs of regulating such licensed commercial refuse collection services.
(b) Permit to be Carried and Displayed. The permit issued by the Mayor pursuant to subsection (a) hereof shall be carried by the permittee on his person and exhibited by him on request to any police, health or other proper offficer of the City.
