Rates and charges provided for in this article are based upon timely payments. The Sanitary Board is directed to establish a collection policy that conforms to applicable rules and regulations of the West Virginia Public Service Commission. The collection policy shall be implemented on a just a equitable basis with no discrimination to any customer or class of customers. In the event that it is necessary to terminate the water service for non-payment of sewer service, the Sanitary Board shall charge a $25.00 termination fee. The above disconnect fee is applicable when the Sanitary Board request that a customer's water service be terminated for non-payment of the sanitary sewer bill, whether or not such service is actually terminated. Should the water service actually be terminated, an additional $25.00 fee shall be required to reconnect the water service. Payment of both fees is required prior to authorization of the re-connection of the water service. In the event Certified Mail is required to collect payments, the Sanitary Board is authorized to charge the customer $3.00 for each certified notice required.
