No allowance or adjustment of any sewer bill under this article shall be made for any leaks of any nature occurring on the user's side of the meter unless, in the discretion of the General Manager of the Sanitary Board, an allowance or adjustment would prevent or rectify a gross inequity in charges to the customer.
