932.06 RATES FOR INDUSTRIAL SERVICES; MINIMUM.
   The following schedule of rates and services shall be charged for use of the South Charleston wastewater treatment system for users contributing industrial wastes. Industrial users are defined as those that require a wastewater discharge permit as a part of the pretreatment program implementation. Where part of the discharge from a facility is domestic, the following rate shall apply to the entire discharge. Rates and charges shall be based upon the amount of water supplied the premises and shall be as follows:

   Minimum Bill: No bill will be rendered for less than $20.74 per month, which is the equivalent of 2,000 gallons of usage. Customers served from the facilities acquired from the Green Valley Community Public Service District shall pay, in addition to the foregoing rates and charges, a monthly surcharge of $8.58 per month until the retirement of bonds issued by said District.
   (a)   If for any reason there is no record of the amount of water supplied during any billing period, then the charge shall be based upon the average of the previous twelve months of usage.
   (b)   On premises having a private water supply and connected with the sanitary sewer system, there shall be installed a meter for measuring the amount of water supplied to the premises. The customer shall bear all costs relating to the installation, calibration and operation of the flow meter. The meter and installation shall be subject to approval of the General Manager of the Sanitary Board. Sewer customers who utilize a private water supply where a flow meter is not installed shall pay sewer rates and charges based upon usage of 2,000 gallons per month.
   (c)   In the event that the nature and character of the discharge is such that the amount of water discharged into the system is substantially different than the amount of metered water supplied the premises, the user shall be charged for sewer service on the basis of the actual amount of sewage discharged to the system each month.
