932.03 COST OF SERVICE AGREEMENTS.
   The Sanitary Board is authorized to enter into agreements to provide services in which a rate is not established in this article. This may include inter-governmental agreements, agreements with industrial users or emergency aid for other utilities, provided that all provisions of Bond Ordinances are adhered to and that provision of the services will not result in subsidy of the other party by the customers of the Sanitary Board or a reduction in the level of service provided to the customers of the Sanitary Board. The City shall by ordinance have power to establish, change and adjust rates and charges for the service rendered therein by the works against the owners of the premises served, in the manner hereinbefore provided for establishing, changing and adjusting rates and charges for the service rendered in the City, and such rates or charges shall be collectible as provided in sections 932.15 through 932.18.
