930.2.4 Local Limits.
   A.   The General Manager is authorized to establish Local Limits pursuant to 40 CFR 403.5(c).
   B.   The following limits are established to protect against Pass Through and Interference. The total pollutant mass limitation for Chloride is 3,900 lbs/day. Individual mass limitations for Chloride are fractional amounts of this listed total and are based on individual industry's contributions. All other limitations are concentration based. No person shall discharge wastewater containing in excess of the following instantaneous maximum.

   The above limits apply at the point where the wastewater is discharged to the industrial sewage treatment component of the POTW.
   The standard sewer charges provide appropriate payment for concentrations up to domestic strength. A surcharge is necessary to recover the cost to treat wastewater discharge concentrations are above normal domestic wastewater. Any wastewater which has characteristics based on a 24 hour composite sample, or a shorter period composite sample, if more representative, which exceed the following normal maximum domestic wastewater parameter concentrations is conditionally prohibited. The General Manager shall determine if the discharge of wastewater with pollutant concentration exceeding the following will not exceed the treatment capacity of the POTW. If it is determined that the sewage treatment plant treatment has the necessary capacity, then surcharge provisions for the high strength waste as provided in the South Charleston user charge system shall apply.
