A bill shall be rendered for each water and sewer connection and shall be mailed as set forth in § 13-1-1, which shall be the billing date hereinafter mentioned. All bills shall include sewer charges, when applicable, and any other charges for other city services as may be authorized by the Council. The city reserves the right to vary the dates or length of the billing period, temporarily or permanently, if necessary or desirable.
