§ 9-3-1 COLLECTION RATES; COSTS OF CONTAINERS; UNIFORMITY; TIME FOR PAYMENT; PENALTY.
   A.   Periodically, the City Council, by resolution published and posted, and as set forth in § 9-1-4, shall establish appropriate rates for the various categories of refuse collection services, and costs of new containers for residential and commercial refuse generators.
   B.   Rates charged for collection service and containers shall be uniform for the various classes of users.
   C.   A bill shall be rendered for each water and sewer connection, or refuse collection services, and costs of containers. User charges will commence at the time water and sewer service is begun. Billing time frame and late penalties are set forth in § 13-1-1. The city reserves the right to vary the dates or length of billing period, temporarily or permanently, if necessary or desirable.
   D.   Special collections of bulky, heavy, or uncontainerable refuse shall be charged at the rate set by resolution. Prior agreement must be made between the refuse generator and the Public Works Director or his or her designated representative to initiate this service and the accompanying charges.
   E.   Notwithstanding any other provisions to the contrary, the City Manager, through his or her duly authorized agent, is empowered with the authority to establish special rates for unusual or unique situations and/or requirements that may arise for extraordinary services, and the rates or charges shall be based upon costs relevant to the service provided.
   F.   Commercial or industrial users desiring special storage or collection equipment shall arrange those services prior to construction and installation to assure compatibility with local service equipment. Service charges and rental and collection rates shall be negotiated appropriate to services provided and subject to approval of the City Manager and Public Works Director.
   G.   Periodic refuse removal projects may be undertaken at the pleasure of the City Council without charge to the generator to encourage clean up of property, but shall be subject to the limitations and instructions established for that particular period.
