§ 1044.206 PERIODIC COMPLIANCE REPORTS.
   (a)   Any categorical industrial user subject to limitations and prohibitions set forth in this chapter, after the compliance date of such limitations and prohibitions, or, in the case of a new source, after commencement of the discharge to the Authority, shall submit to the Authority during the months of June and December, unless required more frequently by the Authority, a report indicating the nature and concentration of prohibited or regulated substances in the effluent. In addition, this report shall include a record of all measured or estimated average daily flows during the reporting period. Flows shall be reported on the basis of actual measurement, provided, however, that where cost or feasibility considerations justify it, the Authority may accept reports of average flows estimated by verifiable techniques. The Authority, for good cause shown, considering such factors as local high or low flow rates, holidays, budget cycles or other extenuating factors, may authorize the submission of said reports in months other than those specified above.
   (b)   Where the Authority has imposed mass limitations on the industrial user, as provided for by § 1044.10 of this chapter, the report required by division (a) hereof shall indicate the mass of pollutants regulated by pretreatment standards in the discharge of the industrial user.
   (c)   For industrial users subject to equivalent mass or concentration limits established by the Authority in accordance with § 1044.073 of this chapter, this report shall contain a reasonable measure of the industrial user’s long-term production rate. For all other industrial users subject to pretreatment standards expressed in terms of allowable pollutant discharge per unit of production (or other measure of operation), this report shall include the industrial user’s actual production during the appropriate sampling period.
   (d)   The report required by this section shall be based upon data obtained through appropriate sampling and analysis performed during the period covered by the report, which data are representative of conditions occurring during the reporting period. The Authority shall require a frequency of monitoring necessary to assess and assure compliance with applicable pretreatment standards.
   (e)   When determined to be necessary by the Director, user will submit documentation indicating compliance with applicable BMP(s).
   (f)   The reports required by this section must comply with the signatory requirements set forth in § 1044.22 of this chapter.
