Except where expressly authorized to do so by an applicable regulation, no industrial user shall increase the use of potable or process waste in any way, mix separate waste streams for the purpose of diluting a discharge or in any other way attempt to dilute a discharge as a partial or complete substitute for adequate treatment to achieve compliance with the standards set forth in this chapter. The Authority may impose mass limitations on industrial users which are suspected of using dilution to meet the pretreatment standards or requirements of this chapter, or in other cases where the imposition of mass limitations is deemed appropriate by the Authority.
