(a) In residential, retail commercial and industrial zoning districts, storm and sanitary test tees shall be installed at a distance of approximately 13 feet outside the right-of-way line if a utility easement exists or at or near the right-of-way if no utility easement exists. Sanitary and storm test tees and risers shall have a minimum inside diameter of six inches. The risers shall be set an elevation of four inches to 6 inches below the established grade. The tees and riser pipe material shall be of the same type as specified in § 1042.09. If it is necessary to cut a length of pipe in order to conform to the required riser height, a rubber spigot ring shall be used on the spigot end of the pipe so that a watertight connection is achieved. The cap or plug installed on the top of the riser shall consist of a properly sized polystop or its equivalent. In addition, an approved steel or cast iron disc must be placed in or around the polystop for additional strength and detection purposes.
(b) Test tee risers must be carefully backfilled to grade, compacting the backfill material to the surface, so that the test tee alignment shall be plumb and vertical from the top to the flow line. The entire flow line of the building sewer shall be visible. The backfill material used shall conform to the requirements of § 1042.18.
(c) When test tees are installed in asphalt or concrete surfaces, a steel casting in accordance with the standards and specifications prescribed and on file in the office of the City Engineer shall be installed to grade in accordance with the standard specifications of the city.
(d) In commercial and industrial zoning districts, an inspection manhole shall be installed at or near the property line in accordance with the standard specifications of the city as prescribed and on file in the office of the City Engineer.
(e) The owners of premises which do not have test tees and/or manholes which comply with the provisions of this section at the effective date of this section shall provide test tees and/or manholes on their premises in full compliance with this section within 30 days after receiving notice to do so from the City Engineer.
